The M-Tunnels run along the Monsarrat side of the outside of the crater. M-0 is the furthest on the dead-end road (Hero picture). M-0.1 is the one next to it as you move toward Kahala Beach, the 2nd to last tunnel. Per Yara's email related to the two tunnels in the pics:  M-0 and M-0.1 are actually DLNR’s jurisdiction.  However, getting to that area is under State DOD.  So please get film permit from both agencies.
